NFPC is the Pune chapter of the Navy Foundation, an apolitical and secular body of retired Indian Navy officers, started in 1988 on the initiative of Adm JG Nadkarni. Who is eligible to become a member?
Anyone who has served as a Commissioned Officer in the Royal Indian Navy, the Indian Navy (including Short Service Commission) or the Naval Reserves, is solvent and of sound mind, and has not been convicted in a criminal case.
How do I apply, and what does membership cost?
Download the application form, fill it in, sign it and send it to IHQ MoD (Navy)/DNV by post or as a scanned email. Life membership is a one-time fee of Rs 2,000. For officers who retired after January 2019, IHQ MoD (N) deducts the fee from retiring benefits and remits it to NFPC.
Do all members have voting rights?
Ordinary members vote at General Body Meetings. Honorary members (eminent persons, and widows of naval officers who are invited) and members with foreign citizenship may attend but cannot vote.
Why should I register on this website?
Registered NFPC members can see content hidden from the public, such as guidebooks, policy letters, aide memoires and minutes of meetings, and can write blog posts for other members. Register here.

Who is eligible for ECHS?
The pensioner ex-serviceman and spouse, plus eligible dependents: unmarried sons up to 25 years, unemployed unmarried/divorced/widowed daughters, handicapped children, and dependent parents. ECHS is compulsory for retiring pensioners; earlier retirees may opt in at current contribution rates. Full details.
How do I get my ECHS smart card?
After retirement, use the temporary slip while the card is prepared. When it is ready you will get an SMS. Collect the cards for yourself, spouse and dependents from RC ECHS, Ghorpadi (near HQ Pune Sub Area / National War Memorial) and activate them at your nearest polyclinic. Treatment cannot be given without the card. Only 64 KB cards are valid, and dependents (other than the spouse) must complete annual validation.
Where are the ECHS polyclinics in Pune, and when are they open?
There are four: next to the new Command Hospital, at MH Kirkee, near Air Force Station Lohegaon, and at Nyati County. Working hours are 0800–1600, Monday to Saturday (except gazetted holidays). Specialist OPDs run 0830–1330.
How does referral to a hospital work, and do I pay?
The polyclinic gives initial treatment and, if needed, refers you to a Service hospital or an empanelled hospital. Carry your ECHS card and referral slip. ECHS settles the bills directly with the hospital. Beneficiaries above 75 can visit specialist OPDs at military hospitals without a polyclinic referral.
How do I change my parent polyclinic?
Use any one of these:
- ECHS web portal: More Options, then Change Parent Polyclinic.
- ECHS Beneficiary mobile app: Polyclinic Change.
- Visit the new polyclinic and insert your 64 KB card in the kiosk to update the data.
