Coordinating Ministry

The Ministry of Personnel, Public Grievances and Pensions is the coordinating ministry and coordinating department of the Central Government in personnel matters, especially issues concerning recruitment, training, career development, staff welfare as well as the post retirement dispensation. Under it, the Department of Pensions and Pensioners’ Welfare is the nodal department for formulation of policies relating to pension and other retirement benefits of Central Govt. employees covered under CCS (Pension) Rules, 1972. It also seeks to promote pensioners welfare and serves as a forum for the redressal of pensioners’ grievances. However, defence pensioners are governed by pension rules of MoD having their independent administrative set up.

The Ministry of Defence also has a website under the Department of Ex Servicemen Welfare (DESW) containing useful information for defence pensioners, as well as various forms, which is developed and maintained by CGDA. The site can be accessed here. In addition, CGDA itself has a Pensioners Portal, which can be accessed here.

Naval Pension Office (NAVPEN)

The Naval Pension Office (NAVPEN) has been set up as a single window organization for managing all activities related to award of pension, (including disability/invalid pensions) as also resolution of legal and medical/ECHS issues, ex-servicemen welfare, etc for officers and sailors. NAVPEN is located within the premises of INS Tanaji (CABS) at Mankhurd, Mumbai.

The NAVPEN website also seeks to be a ‘one point solution’ to all naval veterans – both officers and sailors – on numerous queries and grievances that are received on various topics. Recently, an additional tab, namely VETERAN’S GUIDE – with separate sections for Officers and Sailors – has been incorporated as just such a One Point Solution to provide:-

  • Consolidated Procedures, important advisories and circulars, useful links, etc.
  • Any pension related data/ query.
  • Updated documents, editable forms, sample affidavits and many other provisions.

The procedure for filling forms for all pension related activities comprises three steps:-

  • Download the form on the PC.
  • Fill data in the downloaded editable PDF directly on the PC.
  • Print out the form once complete.
SPARSH Migration Assistance & Response Team (SMART)

A SPARSH Migration Assistance & Response Team (SMART) has been set up at at NAVPEN, Mumbai – is available from 0900 to 1800h hrs on all days including holidays except Sundays. Helplines may be seen by clicking on the link at the right.

PCDA (Pensions), Allahabad

The Office of the Principal Controller of Defence Accounts (Pensions), Allahabad is one of the offices of the Defence Accounts Department under the Ministry of Defence, with the office of the Controller General of Defence Accounts, Delhi Cantt as its Headquarters.

It is responsible for the grant, payment, audit and adjustment of all claims of pensionary awards of Defence Services Personnel (except retirement/death benefits of Air Force and Navy personnel) and civilians of the three Services and their families. Pension work relating to armed forces personnel and defence civilians is centralized at  PCDA (P) Allahabad for uniformity in the application of rules and procedures regarding grant and audit of pension.

With a view to achieve promptness in settlement of pensionary entitlements of Naval and Air Force personnel, the work relating to grant of their pension was transferred to PCDA(Navy), Mumbai and CDA (Air Force), New Delhi respectively w.e.f. 01.11.1985.

With the introduction of the SPARSH system, PCDA (P) has taken over as the Pension Disbursing Agency from banks for the majority of pensioners.

PCDA (Navy), Mumbai

Principal Controller of Defence Accounts (Navy) is responsible for payments, accounting and internal audit of expenditure and receipts of Indian Navy. Pensionary awards to naval officers and sailors is the function of the Pension Section.
