Indian Naval Grievance Redressal & Monitoring System (INGRAMS)

IHQ MoD (Navy) has launched the Indian Naval Grievance Redressal & Monitoring System (INGRAMS) for veterans on 01 Dec 23 with the aim to facilitate registration, recording , tracking and monitoring of the following grievances raised by Veterans, Veer Naaris and Next of Kin.

  • ⁠Pension issues.
  • ⁠⁠OROP issues.
  • ⁠⁠ECHS issues.
  • ⁠⁠Issue of Service Certificate & Discharge Book.
  • ⁠⁠Legal issues.
  • ⁠⁠Welfare Schemes.
  • ⁠⁠Change of permanent Home address.
  • ⁠⁠Change of Record of ESM/Dependent/NOK.
  • ⁠⁠Sparsh related issues

NAVPEN and DESA have been designated as primary stakeholders in the INGRAMS scheme. All issues pertaining release, pension and change in records would be steered by NAVPEN. DESA would be responsible for steering issues concerning ECHS, ID card, Canteen, Welfare, Discipline,Vigilance and Honours and Awards.

⁠Once registered in INGRAMS , the grievances would be allocated by the system to NAVPEN/DESA, depending on the category/ type of grievance along with a Unique ID. The grievances may also be communicated directly to either to NAVPEN at its toll free nos (1800220559 & 1800220560) or to DESA at its toll free no (1800113999).

⁠INGRAMS provides a mechanism for acknowledgment of the grievance, through delivery of SMS at the time of registration and on final resolution of the grievance. In addition, the system also allows recording & monitoring of grievance till its logical conclusion.

⁠The INGRAMS portal may be accessed by clicking on this link. Veterans and Veer Naaris accessing the above portal for the first time, would be required to register through an SMS based two factor authentication system on their mobile number registered in the official records of DOP/ NAVPEN.
