Kendriya Sainik Board, Rajya Sainik Board and Zilla Sainik Welfare Office
The Kendriya Sainik Board (KSB), Rajya Sainik Board (RSB) and Zilla Sainik Board / Zilla Sainik Welfare Office (ZSWO) are the Central, State and District level bodies set up in 1975, responsible for policy formulation and implementation of resettlement and welfare schemes for Ex-Servicemen, widows and their dependents residing in their respective States / UTs / Districts.
Kendriya Sainik Board
The Kendriya Sainik Board functions under Dept of Ex-servicemen Welfare in the Ministry of Defence vide GoI Notification No. 1, No. 10(02)/I/D (Res.)/2007 dated 29 Jan 2009. Though the welfare of Ex-Servicemen and their dependents is the joint responsibility of the Centre and the States, the majority of the problems have to be resolved by the States.

Dept of Sainik Welfare / Rajya Sainik Board
At the State level, the resettlement and welfare of Ex-Servicemen is handled by Dept of Sainik Welfare Rajya Sainik Board in GoM, which in turn exercises general control and supervision over the Zila Sainik Boards / Welfare Offices. The Chief Minister of Maharashtra is the President of the Rajya Sainik Board in the State and District Collector is the Chairman of the Zila Sainik Board. Secretary, RSB is the Director, Dept of Sainik Welfare and Secretary, ZSB is the Zila Sainik Welfare Officer. The responsibilities of the RSB may be viewed here.

Zilla Sainik Welfare Office
The Zilla Sainik Welfare Office is located on the 4th Floor of the New Administrative Building, Bund Garden Road opposite Council Hall, Pune 411001. The responsibilities of the ZSWO may be viewed here. Lt Col Satesh D Hange (Retd) is the Zilla Sainik Welfare Officer.
Registration of Ex-Servicemen
All retired Defence personnel are required to register themselves at the ZSB / ZSWO where they propose to settle down after retirement as recorded in their discharge documents. Previously, all retiring defence personnel were required to fill up their Registration Form at their respective Record Office at the time of their discharge. Thereafter, the ESM were required to call on the concerned ZSB / ZSWO along with three copies of stamp-size photographs, Discharge Certificate/ PPO and other relevant Service Documents for registration of their names with the respective ZSBs. Application Forms for applying for registration by Ex-Servicemen and widows were provided by respective RSB / ZSB.
Online ESM Registration
The KSB site has been updated to enable ESM to register and apply for their ESM I-Card and other benefits online. To do so, the ESM has to click on the ‘Register’ link in the header of the KSB Home Page, which opens the registration page. Here the ESM has to enter certain personal, service, contact and bank details and upload photos/pdf files of himself/herself and discharge documents such as PPO and Certificate of Service (each of which should be 1 MB or less).
Once all the details and documents are entered/uploaded, an activation link will be received at the ESM’s e-mail address, which will activate his/her account and generate a user ID and password which will also arrive at the ESM’s email address. The ESM can then log in to his/her account page, where he/she can apply for an ESM I-Card and other applicable benefits. It is a good idea to change the login password after logging in the first time.
ESM Identity Card
The ESM Identity Card is a prerequisite for availing the benefits of the welfare schemes instituted under the Armed Forces Flag Day Fund vide Govt of India / MoD SRO 7E dated 13 Apr 1993. The ZSWO is also authorised to issue identity cards to Ex-Servicemen and ESM dependents as per the procedure detailed here.
